Bob Howell Returns to Jaltemba Bay
Bob Howell has returned and will be taking part in the ceremonies at the Chula Vista Christmas School today. Money from the fundraiser will be officially turned over at this time.
Children at the Christmas Party will receive a lunch, bag of clothes and gift. People are welcome to come and observe. There will not be enough food planned for spectators if they do attend but will be a very rewarding experience.
Lifeguard - Saves life - Loses Glasses
Joe, while in Guayabitos in front of the Costa Allegra Hotel, noticed someone in trouble out in the water. Being a fireman from Calgary he recognized signs of a person drowning. (is there water in Calgary?) He rushed into the water, divesting himself of his wallet and keys but neglected to take off his glasses. After the rescue he realized he did not have them. If anyone finds these glasses there return would be greatly appreciated. They are not cheap glasses! Joe is leaving tomorrow morning but his glasses can be returned to Carole at the La Peñita RV Park.
If you find Joe you can return him to the park, too. He is blind without his glasses and may miss his plane.

I have an adult sized manual wheelchair in good condition that I would like to donate to a deserving resident of La Peñita or Guayabitos. It belonged to my mother who passed away on November 1 this year. I would like to have it go direct to the family rather that through an organization. Please contact me if you know such a person. "Oh no, not now, lets look at the moon" said Rosita.

perfect time," Pedro begged.

Community Support Update
Augustine Leon has been very sick for 20 years. He used to work as a farm laborer and is now supported only by the good graces of his niece. You have probably seen him around town especially if you drive down the beach road in La Peñita. He is not eligible for IMSS medical care because he is not working. He cannot work because of his appearance and health. This is a vicious circle we would like to break.
His face has open sores and he experiences major digestive problems. Until now he has been unable to afford to go to doctors and follow through with specialists. He also does not understand simple procedures such as taking blood for analysis.
George, of the Hotel California fame, has led the cause to raise money to assist Augustine get medical treatment. The Jaltemba Express Readers have generously responded with just under $500 to assist in this effort. We all thank you. The money is well accounted for and George has strict guidelines and collects every receipt. Your money is going directly to medical help and there of course no administration or other charges.
So far Augustine has seen a local doctor and had some tests. A specialist came down from Tepic just to see him and discounted his fee when he heard about the community involvement. The doctor specializes in anti-immune disorders.
Augustine has now been given medication to reduce the sever inflammation on his skin. He will soon go in and get more tests, including biopsies, to help diagnose the problems. It is likely that he has a multiple of problems.
So far 600 pesos have been spent on doctors and medication. We expect the tests and lab work to be pricey.
We are going to do a home assessment soon to ensure that Augustine has clean linens and clothing. This may be an opportunity to clean your closets and ensure that these clothes reach a needy soul. Stay tuned.
Again thank you for your support. We want to additionally thank George, who with a very busy schedule, has made time in his life to drive Augustine to appointments, wait for hours in doctor’s offices etc. This is not an easy task.

Mulege Baja Mexico

Mulege lies 38 miles south of Santa Rosalia, one of the prettiest and laid
back towns in Baja California Sur. The village is situated between two hills
covered with date palms. The Mulege river flows through the valley and
into an estuary which flows to the sea; edged by huge palm trees, orchards and
fences where bougainvilleas of all colors tangle. Several full serviced Rv
parks line the the course of the river just south of the entrance to the town.

This wonderful place was first discovered by European, the Jesuit father Juan
María de Salvatierra on his return from a trip to Sonora. Salvatierra made his
first exploration trip in 1702. In August 1703 the fathers Francisco María
Piccolo and Juan María Basaldúa arrived. The last one, father Juan de Ugarte, a
Honduran Missionary, founded in 1705 the mission called Santa Rosalía de Mulege.
The origin of the name Mulegé drifts from the Cochimíes (the local Indians)
voices "Carmaañc galexá", that means "Large Ravine of the White Mouth".
In 1754 father Francisco Escalante began the formal construction of the church's
mission, which was completed in 1766. Built with stone, it's characterized by
it's "L" form, by it's tower erected several meters behind its main facade, and
by it's own suggested simplicity of the California missions. Abandoned in 1828,
it has been restored several times. In the interior is a statue of Santa Rosalia
and a bell, both from the XVII century. It is not always open.

An interesting story of American and Mexican relations occurred on October the
2nd of 1847. On that date a heroic armed action took place here against
the American invaders. The Mexican forces formed by a military group and a
numerous group of volunteers, Comundeños and natives and under the command of
Capitán Manuel Pineda defeated the American invaders who had demanded that
Mulege surrender.
In Mulege you'll find the old state penitentiary, finished in 1907. Novel
because it was the only jail without bars. The prisoners could go out to work
during the day, they just had to be back at night. Escape attempts were rare,
and when someone did, the other prisoners pursued the escapees to bring them
back to jail. The Mulegé prison population lived together with all social
classes to whom they offered respect.

The original groups that inhabited the area, provide extraordinary samples of
rupestrian art, that exist in the surroundings of Mulegé, such as the cave
paintings in the Sierra de San Borjita. Also the paintings and petroglyphs
of La Trinidad.
Mulege has been a favorite traditional destination of the driving tourist who
look for a quiet place to enjoy nature; to the sport fishing enthusiast, the
lover of tranquil bay; Bahía de
Concepción, a few kilometers from Mulegé with grand landscapes and a multitude
of beaches with soft, white sand: Santispac, Concepción, Los Cocos, El Burro, El
Coyote, Buenaventura, El Requesón and Armenta.
Walk through the town, visit to the mission church; the regional museum
(located in the old state penitentiary building); the banks of the river estuary
and the beach at El Sombrerito are all recommended.
Mulegé, of course, provides quality services for the visitor. Different hotel
classes, R.V. parks, restaurants, bus depot, a national airport (Loreto) and
airstrip; sport fishing and scuba diving agencies and tours combining cave
paintings and ecology.

We Veterans enjoy the most incredible opportunities to participate with other outstanding individuals making up this community. I have never been (like most other Veterans) one to seek out friends, and speaking for most Viet Nam Era Veterans, I know we felt alienated by the non-veterans citizens and co-workers near us when we returned.

So much so, that after that war, it shaped our lives in a way that amounted to self-imposed exile. Being combat Veterans, we would take chances in everything, even small things, like driving a car through a yellow light with a motorcycle cop watching.

Running a risk, daring the consequences... as if it were a game. But as for making friendships, we would act cautious, engaging in friendships as if breaking a trail in the jungles of Viet Nam, and this caution did not enhance our chances of making friends.

Most Veterans take friendship to mean more than most people understand, the Veteran takes friendship as a bond, that bond requires mutual understanding, and mutual protection, even when it is a friend we spend little time with.

So, I would like to take a moment to wish all of the Puerto Vallarta and Banderas Bay residents a Merry Christmas, Happy Holidays, and a heart-felt Thank You from all of the Veterans living in this area. We have found that friendships in Puerto Vallarta and greater Banderas Bay are open and interesting.

Finding non-Veteran friends within the various organizations like the PV Writer's Group, the Navy League, the International Friendship Club, the American Legion, the Make-a-Wish Foundation and many others, is more rewarding and fulfilling than a non-veteran is aware of. We are proud to be with friends like you, SHALOM!

NEW INCREASE FOR PENSION BENEFITS BASED ON DISABILITIES NOT SERVICE-CONNECTED

I have helped many Veterans or their Spouses obtain a Pension for non-service connected benefits. The recent decision by the Veterans Court of Appeals affirms the higher money to be paid to you if you are seriously handicapped.

In the Court decision against the V.A., Veterans may gain income by virtue of having a disability that meets the level of a sixty per cent V.A. disability or by being permanently housebound. (In or around the home 85% of the time.)

In reading the Courts decision below note that the Veteran is disabled for a non-service connected condition not related to military service, but had it been rated it would have received a disability rating of at least 60% , so then a higher rate of pension is payable.

Example using current rates of pay - a Veteran who is single is normally paid around $10,800 per year, under the new decision he may be paid $13,356 per year. A married veteran may go from $14,313 to $16,740 per year, if they meet the standard. (This would also increase payment for medical cost up to level of new pension amount.)

SPECIAL MONTHLY PENSION FOR VETERANS OVER AGE 65

Decision Assessment Document; Hartness v. Nicholson, July 21, 2006, No. 04-0888 United States Court of Appeals for Veterans Claims (Court)

Summary of the facts and Court's reasons: The veteran, born in 1920, served honorably from 1940 to 1945. Current medical evidence documented that the veteran was diagnosed as permanently and legally blind due to macular degeneration of the retina.

On VA examination conducted in April 2003, the veteran was able to dress, feed and bathe himself, ambulate for 100 yards, and mow his own lawn. He reported that he was unable to drive, but would leave home once or twice weekly with the assistance of others to attend church or go to the store.

Subsequently, the RO (Regional Office) granted NSC (Non-service connected) pension based on macular degeneration with a 70 percent disability evaluation SMP (special monthly payment.)

The veteran's claim was remanded, with the Court providing the interpretation of section 1513 that the permanent and total disability requirement in section 1521(e) is excluded for a veteran aged 65 years or older who has a disability rated by VA as at least 60 percent disabling or is considered permanently housebound.

The Board was directed to apply this interpretation in its subsequent decision, which is to include determining whether the veteran is entitled to SMP housebound benefits due to the NSC macular degeneration rated at 70 percent disabling or because he is so substantially confined that he is considered permanently housebound.

Impact on VBA: Claims for SMP shall be awarded where the veteran has the requisite wartime service, is at least 65 years of age and either (1) possesses a minimum disability rating of 60 percent or (2) is considered permanently housebound as defined under 38 U.S.C. § 1502(c).
