Expansion of El Monteon´s Field of Dreams Underway.jpg)
El Monteon´s Fields of Dreams golf course is currently undergoing a major upgrade that will add a whole new dimension to golfing in Jaltemba Bay. Although the total changes to the links are still under wraps, Heraldo, the course owner, took the Express on a tour of the course and showed us the two new holes under construction .
Holes four and five will see a dramatic change adding both length and difficulty to the course.
Hole four will be approximately 230 yards with the green ending up on a island placed in a natural spring fed pond. This will be a par four, the first for the links and has the traits of a signature hole.
Hole five will then becomes the longest hole on the course, well over 250 yards with another pond that most players will have to hold up on before trying to get to the green. Heraldo says that it will be definitely be a par four but could end up being a par five.
The two new holes are planned to be completed within a month, but most likely won't be completed until late March or April according to Gary Stackhouse.

On Jan. 9 the first meeting of the residents of La Peñita took place at the California Hotel at 4:00 PM. Thirty two residents attended the meeting with many issues discussed. George, owner of the California Hotel, invited Jorge Rubio from SIAPA to explain the current water problems, the improvements made during the past year and the upcoming project to install new water lines and connect the new well in February

Ruth Suarez Cervantes's studio-shop is closing, after several months of operation at the end of the Avenida Emiliano Zapata. Ruth had to close her studio-shop after her rent was doubled.
Ruth has been creating unique fashion items which she featured at her studio-shop that she opened last summer when she arrived in La Peñita from San Miguel de Allende. She has worked with many clients with their fabric design needs; curtains, covers, dresses, blouses, purses, belts, not to mention one of a kind comfort pillows.
In a true artist spirit, Ruth announced to this paper that she plans to continue working out of her home. You can also stop and see her at the Thursday tianguis here in La Peñita. Corrected email mailto:

We live in a very generous community.
Without a doubt the Bay Area has pulled together time and time again for various good causes. We have residents, both part and full time who contribute time and money to those in need. Whether they live in trailers or mansions; San Pancho, Chacala or any community in between; we collectively dig into our pockets and give what we can. Yes we give lots of money and devote hours and labor to projects we deem worthwhile.
Jaltemba Bay… sometimes this editor can’t keep up with you.
We have tried our best in this first year of a community-wide E-newspaper, to give public awareness to projects such as the Turtle Release, Animal Rescue, Augustine, the Needy, Schools, Ambulance Fund, Cancer Research, Bridge of Life etc. The problem is there are more good and worthy causes that we don’t have time to report or go unnoticed. We don’t intend to leave anyone out nor is it our intent to be selective in our reporting.
We will always report and emphasize an upcoming event for a charity or non-profit organization as the date approaches. That is what a newspaper does.
We are starting a new format and are building a linkable page with a summary of the ongoing projects. Each summary will have a linked page devoted to that organization and project. Here you can learn all the details; where & when to attend, what to donate, how to become involved. Animal Rescue and the newly formed Residents Association are two examples of devoted pages. More will come as time permits.
PLEASE KEEP US INFORMED. Take pictures. Write a summary. Tell us all how to get involved.

CANCER HELP ORGANIZATION NEEDED
There is a woman in San Pancho who has breast cancer. She has had the most radical mastectomy I have ever seen. She needs a test in Guadalajara soon and even at a reduced cost for her it will cost her $6800 pesos. Her brother works or owns a shrimp boat and has provided her fresh shrimp to sell to earn money for her treatments. She travels to Tepic on a bus for her chemo treatments and must travel alone because they can't afford the bus fare for a family member to travel with her. Is anyone aware of a cancer help organization in Mexico? I called the Susan B. Komen Foundation in Texas and they said they are not in Mexico. Any information would be so helpful.

Registration Is Hopping
T he Jaltemba Bay Express Golf Challenge Tournament, February 25 has sparked great interest in the community. Teams from towns along and surrounding the Bay will be playing off for the title and cup of Area Champions.
Gary Stackhouse, one of the lead organizers for the Tournament, encourages golfers to register as soon as possible to ensure they get to play. “We’re filling up the spot quickly” he warns.
The Tournament, which promises to be the first of an annual event, will raise money for cancer research. “All of us have been touched by this disease” says Stackhouse. “We can all play for a cure.”
The tournament costs $150 pesos plus green fees for non-members. This includes a big rib dinner and prizes. There will be games and activities for all. Participants must register with Gary golf_challenge@ontheroadin.com and include the following information:

Here's another nagging reminder about impending passport changes, especially for those planning a last-minute beach getaway in January or February.

If you were hoping to fly to the Caribbean or Mexico, you'd better have a passport.

New rules will require all air travelers to the U.S. to have a passport by Jan. 23, including U.S. residents and citizens returning home by air from Canada, Mexico and the Caribbean.

It usually takes six to eight weeks to obtain a passport, or about two weeks if you're willing to pay for expedited service.

But if you don't have time for that or simply can't be bothered, here are some alternatives.

You could take a cruise that visits Mexican or Caribbean ports, since land and sea travelers won't need a passport for those destinations until 2008 at the earliest. You could stay within the 50 states, and pick a beach in Florida, like Bahia Honda State Park in the lower Florida Keys, or in Hawaii, like Kahala Beach in Oahu. You could head for Puerto Rico or the U.S. Virgin Islands, which are both U.S. territories.

Or drive or take a bus tour across the border to Mexico. From San Diego, head for Tijuana or Rosarito in Baja Calif.; from Tucson, Ariz., drive to Puerto Penasco, also known as Rocky Point; and just across the Rio Grande from Brownsville, Texas, is Matamoros.

Will S.S.A. Provide Medical Benefits in Mexico?

Veterans Benefits in Mexico do exist and equal Social Security benefits here are equally deserving. I will host an exploratory research commission by visiting graduate students of the L.B.J. School of Public Affairs, University of Texas: Alex Gunter, Marinna Zolezzi, Michelle LaLonde and the project manager, P.H.D. David Warner.

We will tour medical facilities here in the Puerto Vallarta area that currently provide medical coverage to U.S. Veterans. I see this as another step in providing care to the U.S. retired community here in Mexico.

The Veterans Administration pays claims at local care providers, so why doesn't the Social Security Administration? Certainly the tax payer/citizens of America deserve the same benefits received by America's Veterans when it comes to health care outside America.

My company, American Services, will be hosting seminars in the Puerto Vallarta area over the next year to gather registered support of retired U.S. residents living full time here in Mexico or those spending several months here each year. Watch for the dates and location to be announced.

Higher Medicare Payments - An estimated 1.65 million seniors will be subject to higher Medicare Part B premiums in 2007, and for many, the higher cost will be due to a one-time increase in their income in 2005. The premium increase is due to Medicare means testing, which will begin being implemented for the first time on January 1, 2007.

As a result, seniors who had an atypical increase to their income in 2005 - due to the sale of a home or cashing in an IRA, for example - may not only have to pay taxes on that income, but will also be subject to higher Medicare Part B premiums, which cover doctors' visits, tests and outpatient hospital care. Some seniors could have to pay as much as 83 percent more for those services in 2007 than they did in 2006.

The Social Security Administration (SSA) is anticipating a flood of complaints following the implementation of these changes and is estimating that of the 1.65 million people affected, about 20 percent - or 377,000 - will have questions about means testing and the higher costs, and 10 percent of those will disagree with the decisions made and ask for a review.

Because means testing was not announced until 2006, seniors making financial decisions in 2005 were never given the time or opportunity to plan for their retirement in the context of the changing rules. That inability to plan will likely affect a large number of seniors in the years to come.

In October, the Department of Health and Human Services (HHS) announced that for the first time since Medicare was created 41 years ago, the Part B premium would be "means tested," meaning seniors with incomes of $80,000 per year or higher will pay more for services than lower-income seniors. It also introduced a scale of premiums which goes up as income rises.

The federal government has set up a process of screening individual income tax returns each year before deciding on Part B premium charges - which will continue to impact more seniors in the future.

For example, the cost to seniors in 2007 is based on information contained in income tax returns filed for 2005, which the Internal Revenue Service (IRS) shares with the SSA, and premium charges for 2008 will be based.

The American Legion will have its monthly meeting at Steve's Bar on Basillio Badillo on the 3rd Wednesday of January at 3 pm. All 2007 memberships cards are to be distributed. A discussion of Department Executive Meeting being held in Guatemala, March 22nd 2007, will be on the agenda. All post 14 members please attend and guest are welcome.

NAVY LEAGUE and TOYS for TOTS

I have been a member of the Navy League for six years, and each year participate in the distribution of Toys for Tots. I now include guest from the U.S. and Canada to help distribute toys out to remote areas outside of Puerto Vallarta. I strongly recommend this program, as it the best in Vallarta for rewarding you back with memories that will last the entire year. Anyone can join the Navy League and support the community.

VETERAN'S WITH PTSD AT HIGH RISK FOR HEART DISEASE

The link between PTSD and coronary heart disease has long been suspected, but Laura Kubzansky, PhD, of the Harvard School of Public Health care, and colleagues, contend that their study appears to be the first to demonstrate a prospective association.

The findings came from a prospective analysis of 1,946 men (ages 21 to 80) enrolled in the Veterans Affairs Normative Aging Study. The investigators reported in the January issue of the Archives of General Psychiatry.

This pattern suggests that individuals with more severe PTSD are not simply prone to reporting greater chest pain or other physical symptoms, but may well be at higher risk of developing coronary heart disease, Dr. Kubzansky said. "It is striking," she added, "that the results were maintained after controlling for depressive symptoms and were similar with two different measures of PTSD symptoms."

Veterans that experience chest pain may have coverage under the insurance of the VA Foreign Medical Program, even if the service connected disability is not directly associated with the current adjudicated disability, result of PTSD, and therefore be secondary to the compensated disease entitles medical insurance coverage right here in Mexico, which will reimburse the cost of treatment on income tax returns filed for 2006.
