Fishing Regulations In Mexico A valid boat licence is required and includes inflatables, canoes, kayaks, dinghy and car top model boats. Salt water fishing licenses are also required for all people on board a boat that has tackle or fishing equipment. This is easiest obtained before you arrive in Mexico.
